Abstract
The objective of this study was to identify the challenges of urban land management in the Special Zone of Oromia Region surrounding Addis Ababa, Ethiopia. A convergent research design was adopted within the framework of a mixed-methods research approach, utilizing both primary and secondary data sources. Sampling techniques employed included probabilistic and non-probabilistic methods to select sample respondents. Data collection methods comprised key informant interviews, focus group discussions, questionnaires, and document analysis. Statistical and content analysis methods were used to analyze the data. The findings revealed that various challenges, including policy, institutional structure, technological, and human resources-related issues, hinder the effectiveness of land management in the study area. To address these challenges, the study emphasizes the need for improvements in policy and legal instruments governing land management. Furthermore, renovating land service delivery through modern ICT and professionalizing human resources is crucial to ensure the land management system effectively serves the citizenry.
